PM moots postal plebiscite on republic

Prime Minister Malcolm Turnbull has once again put the issue of a republic on the agenda, suggesting that a plebiscite could test public support for a popularly elected head of state. One constitutional expert says the move could overcome the political obstacles that scuttled the republican movement in the 1999 referendum.
